Ozone Compliance Officer
Position Title: Ozone Compliance Officer
Duty Station: Paramaribo, Suriname
Unit: National Ozone Unit (NOU)
Reporting to: National Ozone Officer (NOO)
Duration: One year, renewable based on performance and availability of funding
Type of Appointment: Full-time / Contract
The National Ozone Unit (NOU) in Suriname is responsible for coordinating the implementation of the country’s obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer, including the preparations for the implementation of Kigali Amendment on HFCs. The Ozone Compliance Officer will support regulatory enforcement, monitoring of ODS/HFC trade and consumption, and stakeholder coordination to ensure national compliance with phase-out/phase-down targets.
To strengthen compliance monitoring, enforcement support, and data reporting mechanisms in alignment with the Montreal Protocol, national legislation, and the ODS licensing and quota system.
Under the guidance of the National Ozone Officer, the Ozone Compliance Officer will:
Compliance and Enforcement Support
- Monitor compliance with national ODS/HFC regulations, including import/export restrictions.
- Liaise with customs, police, and regulatory agencies to address illegal trade or use of controlled substances.
- Assist in the inspection of storage facilities, distributors, and RAC service centers
- Review and verify applications for import/export licenses and support the licensing system.
- Cross-check reported data with customs and importer records to detect inconsistencies.
ODS/HFC Data Collection and Reporting
- Compile data on imports, exports, and consumption of ODS/HFCs.
- Contribute to preparation of:
- Article 7 Data Reports to the Ozone Secretariat.
- Country Programme Reports to the Multilateral Fund Secretariat.
Stakeholder Engagement and Capacity Building
- Support capacity building for customs, enforcement officers, and RAC sector stakeholders.
- Participate in organizing awareness campaigns and training workshops.
- Represent the NOU in meetings with national and regional partners as needed.
Support to National Implementation Plans
- Assist in monitoring and evaluation of HPMPs and KIPs.
- Provide field data and compliance information to project consultants or implementing agencies.
Other Tasks
- Maintain a compliance monitoring database and archive.
- Perform any other duties relevant to ozone protection and compliance as assigned by the NOU.
Education
- A minimum of a Bachelor’s degree in Environmental Science, Chemistry, Environmental Management, Natural Resource Management, Chemical Engineering, or a related field.
Experience
- At least 2 years of relevant experience in environmental regulation, compliance monitoring, customs enforcement, or related work.
- Experience with international environmental agreements or trade-related monitoring is an asset.
Competencies
- Knowledge of the Montreal Protocol, ODS/HFC regulations, and national compliance systems.
- Strong analytical and data management skills.
- Familiarity with licensing systems and customs procedures.
- Effective communication and coordination abilities.
- Computer literacy (MS Office, Excel, databases).
Proficiency in Dutch.
Working knowledge of English for reporting and communication with regional/international partners.
