Ozone Financial Officer
Position Title: Ozone Financial Officer
Duty Station: Paramaribo, Suriname
Unit: National Ozone Unit (NOU)
Reporting to: National Ozone Officer (NOO)
Duration: One year, renewable based on performance and availability of funding
Type of Appointment: Full-time / Contract
The National Ozone Unit (NOU) is responsible for coordinating the implementation of the Montreal Protocol and its amendments, including the Kigali Amendment. As part of this mandate, the NOU manages financial and technical assistance projects supported by the Multilateral Fund and other donors. The Ozone Financial Officer plays a key role in ensuring the financial planning, monitoring, reporting, and accountability of these projects, in compliance with donor and government requirements.
To provide financial oversight and support for Montreal Protocol-related projects, ensuring efficient management of budgets, accurate financial reporting, and compliance with donor guidelines and national procedures.
Under the guidance of the National Ozone Officer, the Ozone Compliance Officer will:
Financial Planning and Budgeting
Support the preparation of project budgets and financial components of project proposals (e.g., HPMPs, KIPs).
Ensure alignment of budgets with project work plans and donor requirements.
Financial Monitoring and Control
Track expenditures against project budgets and alert the NOU to any variances or risks.
Ensure that all project-related payments and disbursements are properly documented and recorded.
Financial Reporting
Prepare financial reports for submission to the Multilateral Fund Secretariat, implementing agencies, and national authorities.
Support audits and respond to financial queries from stakeholders or oversight bodies
Procurement and Contracting Support
Support procurement planning and documentation in accordance with national and donor guidelines.
- Monitor financial aspects of contracts and service agreements with consultants or vendors
Other Duties
Maintain financial records and archives in line with audit requirements.
Support other financial or administrative tasks as assigned by the National Ozone Officer.
Education
- A minimum of a Bachelor’s degree in accounting, Finance, Business Administration, Economics, or a related field.
- At least 2 years of rexperience in financial management, budgeting, or auditing.
- Experience with donor-funded projects or international organizations is an asset.
- Knowledge of financial management principles and budgeting.
- Familiarity with donor reporting requirements, especially under the Multilateral Fund.
- Attention to detail and ability to meet deadlines.
- Strong analytical and numerical skills.
- Proficiency in Microsoft Excel and financial/accounting software.
Experience
Competencies
Proficiency in Dutch.
Working knowledge of English for financial reporting to donors and partners.
