Ozone Implementation Officer

1. Position Information

Position Title: Ozone Implementation Officer
Duty Station: Paramaribo, Suriname
Unit: National Ozone Unit (NOU)
Reporting to: National Ozone Officer (NOO)
Duration: One year, renewable based on performance and availability of funding
Type of Appointment: Full-time / Contract

2. Background

The National Ozone Unit (NOU) is the entity responsible for coordinating the national implementation of the Montreal Protocol on Substances that Deplete the Ozone Layer, including its amendments such as the Kigali Amendment. The Ozone Implementation Officer will support the implementation of components within the small scale funding agreements consisting of national phase-out/phase-down activities  for ozone-depleting substances (ODS) and hydrofluorocarbons (HFCs), working closely with the Refrigerant and Air Conditioning sector (RAC) and the vocational training institutes.

3. Objective of the Position

To support effective implementation and coordination of Montreal Protocol-related projects, including HPMPs and KIPs, and to contribute to capacity building, stakeholder engagement, and technical support for the phase-out of ODS and phase-down of HFCs.

4. Duties and Responsibilities

Under the guidance of the National Ozone Officer, the Ozone Compliance Officer will:


Project Planning and Implementation

    • Support the development and implementation of national strategies and plans (e.g., HPMPs, KIPs).
    • Coordinate with consultants, technical experts, and implementing agencies for project delivery.
    • Assist in the inspection of storage facilities, distributors, and RAC service centers

Technical Coordination
  • Assist in organizing technical assessments, training workshops, and procurement of equipment.
  • Provide technical support to stakeholders in adopting ozone-friendly technologies


Stakeholder Engagement

  • Liaise with government agencies, RAC sector stakeholders, training institutions, and others to ensure participation in project activities.
  • Facilitate consultations and partnerships with key sectors affected by ODS/HFC phase-out.

Monitoring and Evaluation

  • Track implementation progress and ensure timely delivery of project milestones.
  • Maintain records of expenditures, deliverables, and outputs.

Reporting and Documentation

  • Prepare progress reports, activity summaries, and inputs for donor or agency reporting.
  • Maintain a database and proper documentation of project activities.

Public Awareness and Outreach

  • Contribute to awareness campaigns promoting ozone layer protection.
  • Support preparation of outreach materials and organization of public events.

Policy and Institutional Support
  • Assist in the development or review of policies, regulations, and standards on ODS and HFCs.
  • Provide technical input to policy discussions and capacity-building efforts.

5. Required Qualifications

Education

  • A minimum of a Bachelor’s degree in Environmental Science, Chemistry, Environmental Management, Natural Resource Management, Chemical Engineering, or a related field.


Experience

  • At least 2 years of experience in project implementation, environmental management, or technical coordination.

  • Experience with international environmental agreements or trade-related monitoring is an asset.


Competencies

  • Knowledge of ODS/HFC phase-out strategies and project implementation mechanisms.
  • Strong project coordination and organizational skills.
  • Good interpersonal and stakeholder engagement skills.
  • Strong reporting and analytical abilities.
  • Proficiency in Microsoft Office and project tracking tools.
6. Language Requirements

Proficiency in Dutch.

Working knowledge of English for communication with implementing agencies and international partners.
